CGU derives its mandate under Section 5 of the PECG Act.The Unit is administered by a responsible Minister who is Vice President, Hon Gen. (Rtd) Dr CGDN Chiwenga who is also responsible for the Government’s State Enterprises and Economic Cluster.In terms of section 5(2) of the PECG Act, CGU is headed by a Permanent Secretary and consists of other members of management and staff who are part of the Civil Service.

To provide effective, visionary, and results-driven Strategic Leadership and comprehensive Policy Guidance to the entire Government Machinery, ensuring coherent decision-making
To lead the entire Government Machinery in the Formulation and Implementation of Policies, Programmes and Projects.
The functions of CGU are provided for under Section 6 (1) of the PECG Act.
To advise line Ministries with regard to the drawing up of performance contracts
To provide an advisory and centralised support mechanism for line Ministries to ensue strict compliance by all public entities
To establish and maintain up to date a comprehensive directory or database accessible to all line Ministries and boards that will enable them to identify suitably qualified candidates for appointment to boards of public entities; and
To advise line Ministries with regard to the regular evaluation of the performance of public entities and their boards and employees;
4.To oversee the discharge by line Ministries of their responsibility to monitor compliance by board and senior staff members with the performance contracts.
To advise on the provision by line Ministries of programmes for the professional development of board members and senior staff members of all public entities under their purview, including board induction programmes and corporate governance training
